Attitudes of Community Health Practitioners Towards Working Environment and



Abstract
The purpose of this study is to draw some answers and suggestions for the problems is the working conditions and morale of Community Health Practitioners (CHP) who are working in the Primary Health Posts(PHP) which are operated under government¢¥s leadership by the "Special Law of Health Care Services for the Rural Area"
Among 340 CHP¢¥s who received the questionnaires which were developed by the authors, 305 answered during the period of February 20, 1990 to April 6, 1990.
The findings are as follows ;
1. Among answering CHP¢¥s 64.6% was 30-39 years old, 62.3% worked 5 years or more as C.H.P. 94.4% resided in the PHP buildings, 66.6% live with their family and 48.9% worked in the area where they had no relatives thus strange to them.
2. 88.2% insisted the removal or expansion of present restriction of residence area 37.4% thought their present PHP sites were not located properly.
3. 41.0% got this job to help the people in medically under served area, and only 21.1% wanted to continue their job under present working condition though 58.0% thought they would continue in case the salary and job status improved.
4. 37.7% strongly felt that health center officials should get more training for their job and 27.2% thought that health center officials need much more improvement in their communication skills.
5. Of the executive document the CHP¢¥s should handle, 84.6% felt the paper works deprived most of their time and energy which could be used for better purpose.
6. 64.6% of the PHP broke even, while 19.3% had serious financial problems, and 74.4% felt the fee is lower for the practical medical services.
7. 89.2% thought the drugs they are using in PHP were unfit in their varieties and most of them should be replaced or improved in varieties.
8. Only 44.9% were proud of their job and only 21.0% wanted to continue the job under the circumstances.
9. Of their morale, 99.0% felt the most serious demoralizing factor was uncertain job security and unfair job status compared with other public service worker and felt they received no recognition nor financial reward even though they work more hours in poorer working conditions. And only 0.3% thought the pay they received are reasonable.
To revitalize the PHP works in prospect, an adequate solution and government¢¥s strong will is necessary to handle the poor working environment, poor job security, uncertain job status, government red tape, improper public health minded government officials. It is also necessary to revitalize the PHP works in prospect that the CHP manager who has enough of experience as CHP worker and has further managerial training perform the job as coordinator, supervisor and continuous educator.
